The number of appeals does not decrease

The number of appeals that the rights and freedoms of citizens are violated to the PMR Prosecutor's Office does not decrease. 4868 people applied to the supervisory authority in 2022. There were 8 fewer applications in 2021. Complaints related to non-payment of wages, late payment when going on parental leave, incorrect calculation of pensions. Citizens were dissatisfied with the repair and maintenance of residential buildings and the fact that enforcement actions were not performed in a timely manner by bailiffs and no measures were taken to arrest and search for property. The appeals were accepted through the official website of the PMR Prosecutor's Office. 1321 people came to personal receptions of citizens with prosecutors. 728 acts of prosecutorial response have been introduced to protect the rights of citizens.

Information on the work of the supervisory body for the past year was studied in the Committee on Legislation, Protection of the Rights and Freedoms of Citizens. The deputies of the Committee took note of the report and decided to recommend to their fellow deputies to approve the document at one of the plenary sessions of the Supreme Council in the course of online meeting today.

Law Enforcement Supervision

The Prosecutor's Office supervises the implementation of the Constitution and laws of the PMR by all authorities, legal entities, public associations, individual entrepreneurs and citizens, as well as whether legal acts adopted by officials comply with the current legislation.

2303 violations of the law were revealed last year. This is almost 18% more than in 2021. Thus, violations of the requirements of budgetary legislation regarding changes in the amounts of concluded contracts for the performance of work were revealed in the sphere of economy. There are violations of labor legislation on the execution of contracts with the employee, on the provision of overalls and personal protective equipment.

233 resolutions were issued and sent to recover accrued but unpaid wages in the amount of 3 million 316 thousand rubles in 2022. For comparison: 184 resolutions in the amount of 2.5 million rubles in 2021.

Violations were also revealed in the field of civil service and the fight against corruption, in the field of protecting the rights of minors, protecting the environment, and in the field of enforcement of laws on enforcement proceedings.

Improving legislation

The Pridnestrovian Prosecutor's Office submitted 22 legislative initiatives to the Parliament last year, 7 of them were adopted by the deputies. Some of them have passed the first reading or have not yet been considered by Parliament. Work on them continues. The supervisory authority prepared opinions on draft legal acts. The deputies of the Committee note that the Prosecutor's Office participates in the legislative process: in the work of plenary sessions, meetings of committees and working groups.
