Working meeting was held at the Supreme Council with the participation of deputies of the parliamentary committee on legislation and representatives of the banking community. The reason for its holding was the law-in-draft that was received from parliamentarians Galina Antyufeyeva, Oleg Petrik, Gregory Dyachenko, Vitaly Kalin and Oleg Belyakov, concerning the amendment of some legislative acts of the PMR.
The essence of the document is to regulate the procedure for banks to write off in an indisputable manner the funds received by customers. The problem was identified by citizens in appeals to deputies. The parliamentarians proposed to establish the types of income of a debtor of a social nature, due to which banks will not write off. We are talking about such incomes as the monthly allowance for child care until the child reaches the age of one and a half years, alimony for minor children, one-time allowance for the birth of a child and other sources calculated for the maintenance, upbringing and education of children.
Representatives of the banking sector during the discussion of the proposed legislative initiative spoke about the financial illiteracy of clients and their irresponsibility regarding the repayment of bank loans. Understanding the desire of the people's representatives to protect citizens, representatives of Pridnestrovian banks focused on the consequences of the practical implementation of the proposed law-in-draft. It was mentioned, in particular, about the impossibility of distinguishing the funds coming into customer accounts and identifying their sources. The question of a possible increase in the number of unscrupulous borrowers was also raised, which could adversely affect the financial position of banks.
Deputies of the Supreme Council Vitaly Kalin and Oleg Petrik after arguments of the bankers suggested jointly considering a mechanism for solving the existing problem. The discussion on this issue will be continued.
