Amendments to the Law on Budget-2023

The Supreme Council received two initiatives from the President of the Pridnestrovian Moldavian Republic in the mode of legislative necessity. The Committee considered them in preparation for the first reading. Both legislations presented by the President provide for amendments to the law on the republican budget for this year.

The purpose of one of the legislations is to provide the right to attract legal entities to perform road works under subcontracts for an amount not exceeding 50% of the total cost of road works provided for in the general contract. The current version of the law sets a limit of 20% of the total amount of construction and installation works provided for in the general contract.

As Minister of Economic Development Sergey Obolonik noted, 20% subcontract limit was introduced to stabilize the situation in the construction industry. But in practice, the fact that in the road industry this norm creates restrictions on the execution of work is encountered. The list of enterprises we have is limited to regional road maintenance departments and road repair and construction departments and two more private ones. Accordingly, the possibilities of contractors are also limited. Sergey Obolonik gave an example. The legislative initiative will directly affect the sphere of road construction, he specified. The Committee prepared the law-in-draft for adoption in two readings at once and will be considered at the next plenary session.

Another legislative initiative of the President, which came in the mode of legislative necessity, concerns the improvement of the places of accommodation for employees of the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic involved in the protection of public order at posts organized in connection with the introduction of the yellow level of terrorist danger in the republic. Funds for these purposes, about 500 thousand rubles, are planned to be allocated within the framework of the Capital Investment Fund, due to savings on other objects of the cost estimate of the Capital Investment Fund for 2023. The initiative has been prepared for adoption at one of the next plenary sessions in two readings at once.
