Deputies of the Committee for the Development of Entrepreneurship and Industry considered and supported the law-in-draft “On the State List of Small Privatization Objects for 2019–2020”.
The need to include small privatization objects in the state privatization list is due to reduction in the costs of organizations on whose balance they are. These objects are not used, and in the future it is not intended. Additional funds are required for their maintenance in proper condition, in particular, for capital and current repairs, utilities, land tax, depreciation, maintenance of security guards. All this is expensive for balance sheet holders and inexpedient.
The deputies of the Committee supported amendments and additions to the law “On preferential crediting of small businesses”, prepared for the second reading. This law-in-draft was developed by a group of deputies to provide state support to businesses engaged in the purchase of imported pedigree dairy heifers and the purchase of planting material for stone gardens.
The amount of money was fixed for these types of activities to support entrepreneurs. Their support will be carried out through concessional lending.
However, economic entities engaged in breeding cows and gardening, often go beyond the scope of small businesses. The law-in-draft proposes to extend the effect of concessional lending to medium and large enterprises.
Members of the Committee in the course of the meeting considered a large number of legislations, which was developed in order to provide an alternative opportunity for applicants to submit documents in electronic form to the registering body for state registration, as well as receive the result of state registration services in the form of electronic document.
In general, the deputies agreed that the transition to the electronic format will facilitate the registration procedure. However, according to the deputies, this law-in-draft will need to be finalized in the second reading in terms of clearer definition of the financial costs of its implementation.
The deputies of the Committee considered amendments and additions to the Customs Code, the law "On Customs Tariff", prepared for the first reading.
The law-in-draft was developed with the aim of simplifying the access of domestic producers to the markets of foreign countries and developing the export potential of the republic.
When exporting samples of goods, there are no questions. However, when importing there are certain difficulties with the implementation of control functions. Representatives of the State Customs Committee proposed to exclude from the law-in-draft the concept of “import sample”.
The deputies agreed with the arguments of the representative of the customs authorities, therefore members of the Committee suggested that their colleagues in the deputy corps adopt the law-in-draft in the first reading and continue work on it, taking into account the comments in the second reading.
