To make life easier for citizens

The working week began in the Supreme Council from a meeting of the Committee on Legislation, Defense, Security, Peacekeeping, Law Enforcement Agencies, Protection of the Rights and Freedoms of Citizens. A number of legislations were discussed, designed to make life easier for the citizens of the republic.

Deputies of the Committee supported legislative initiative of the Government, suggesting amendments to the law "On State Duty". We are talking about the possibility of using 50% of the funds collected from the state duty to update the material and technical base of the regional structures of the Registration Chamber.

The parliamentarians of the profile committee took a positive decision on the legislative initiative proposed by the Government.

Violators of the Rules of the road and administrative fines. Another law-in-draft on this topic was prepared by deputies of the Committee on Legislation by Galina Antyufeyeva, Oleg Petrik, Vitaly Kalin, Grigory Dyachenko and Vadim Lipsky. The reason for its development was the numerous appeals to the deputies of drivers. In the course of the regular state traffic inspectorate of the operation “Frontier”, officers identify and prosecute drivers-debtors who failed to pay administrative fines on time. At the same time they are detained and escorted to the interior department to draw up a protocol for failure to pay the fine on time. The norms of the Code of Administrative Offenses say that such cases should be exceptional. However, as practice has shown, the wording used “in exceptional cases” is interpreted by authorized officials broadly, which creates additional prerequisites for negative attitudes of citizens towards the institutions of power, as well as violation of their rights to freedom of movement, enshrined in the Constitution.

Moreover, according to many drivers, they did not receive copies of documents on offenses recorded using special technical equipment with the functions of photo and video recording. Due to various circumstances, not all of them live where they are registered. Representatives of the Ministry of Internal Affairs suppose that the notification of the person about the committed offense is even the leaflet sent to the mailbox informing him that the registered letter was located in the post office. According to the authors of the law-in-draft, “this state of affairs, as well as the ambiguous interpretation by authorized persons of legal relations connected with the proper notification of persons, violates the rights of Pridnestrovians citizens to fair and comprehensive consideration of cases of administrative offenses”.

To settle all these problems, the law-in-draft of the group of deputies of the responsible committee is called upon, which they recommend to their colleagues in the deputy corps to adopt in the first reading.

Members of the Committee on Legislation and in particular its chairman Galina Antyufeyeva, had a special opinion regarding the next amendments to the current law on the republican budget for this year. We are talking about allocation of 34 million rubles from the capital investment fund for the purchase of medical equipment and ambulances for health care institutions.

After exchange of views, deputies of the Committee voted in favor of amendments to the law on the republican budget, including those relating to the mechanism of dental prosthetics for preferential categories of the population.
