Deputies consider amendments to customs legislation

The Committee on Economic Policy, Budget and Finance began work on government initiatives that provide for amendments to the laws "On Customs Tariff", "On Excise Duties" and the Customs Code.  The government proposes to eliminate legal gaps in terms of possible exemption from import customs duties for goods produced in the countries of the European Union.

There is a mechanism of simplified trade with the European Union with regard to Pridnestrovie. Our enterprises have received a number of preferences for access to European markets. The republic in turn must zero out import customs duties on European goods in order to fulfill the indicated agreements in relation to goods whose countries of origin are the countries of the European Union.

The Government proposes to supplement the law "On Customs Tariff" with provisions aimed at exemption from payment of import customs duties in respect of goods whose countries of origin are the countries of the European Union.

The Government proposes to legislate in the Customs Code the possibility of incomplete declaration in respect of samples of goods exported from Pridnestrovie. These norms according to the Government include returnable packaging or packaging that is temporarily imported or exported from the republic. This will contribute to the creation of favorable conditions for Pridnestrovian enterprises as noted by representatives of the State Customs Committee of the PMR in the course of the meeting of the Committee on Economic Policy, Budget and Finance.

Based on the Russian experience and the Istanbul Convention on Temporary Importation, where for reusable packaging, which is not the subject of a sale and purchase transaction, but simply moves with the goods, incomplete declaration is applied, the Government of the PMR proposes to introduce a similar norm into the legislative field in Pridnestrovie. It was studied even before the document was sent to the Supreme Council of the PMR in the Public Council under the State Customs Committee and in the Union of Agrarians, Industrialists and Entrepreneurs of the Republic, where it received a positive response.

The deputies of the Parliamentary Committee voted for the adoption of the law-in-draft in the first reading. The initiative will be considered in the near future at the plenary session. The Committee noted that amendments would be prepared during the second reading.

One more legislative initiative submitted by the Government for consideration in the first reading. Amendments and additions to the law "On excises" have been prepared to comply with the uniformity of the collection of indirect tax payments when importing vehicles, their parts and accessories into the territory of Pridnestrovie and the unambiguous application of existing norms. It is proposed to include in the list of goods subject to excise duty upon import bodies (including cabins) for motor vehicles, motorcycles (including mopeds) and bicycles with an auxiliary engine installed, with or without sidecars as well as electric carriages, trailers and semi-trailers and other non-self-propelled vehicles and their parts. The rates of import customs duties established by the customs tariff for these goods are proposed to be set to zero at the same time. The excise at 10% is set. As for trailers and semi-trailers self-loading or self-unloading for agriculture, the Government proposes to keep the zero rate to support domestic producers and develop the agricultural sector.
