Deputies initiated new legislations

Deputies of the Legislation Committee, Protection of Citizens' Rights and Freedoms considered law-in-draft aimed at increasing the effectiveness of measures to prevent and suppress violations of traffic rules by those who travel using personal mobility devices (these include electric scooters, electric skateboards, gyro scooters, segways). Deputies of the Legislation Committee Galina Antyufeeva, Oleg Petrik and Gregory Dyachenko proposed introducing a separate administrative offense for this category of road users for drunk driving. An examination will be carried out both at the place where the administrative offense is detected and in medical organizations, the authors note. It is proposed to make the corresponding changes to the Code of Administrative Offenses.

Another law-in-draft developed within the walls of parliament concerns the differentiation of criminal liability for involving persons under 18 in committing a crime. Deputies of the Supreme Council Galina Antyufeeva, Valery Babchinetsky and Grigory Dyachenko initiated the corresponding changes to the Criminal Code. It is proposed to set out part 4 of Article 146 in a new version, singling out in separate categories the acts related to the involvement of minors:

a) in a criminal group;

b) in committing a serious or especially serious crime;

c) in committing three or more crimes of minor and (or) moderate severity;

d) in committing a crime motivated by political, ideological, racial, national or religious hatred or enmity, or motivated by hatred or enmity towards any social group.

The authors of the amendments note that currently the involvement of children and adolescents in committing a minor or medium-gravity crime is classified regardless of the number of crimes in which the child or adolescent was involved. Thus, the current version does not imply differentiation of responsibility depending on the number of minor or medium-gravity crimes in which the minor is involved. The authors are confident that the proposed amendments will allow a more objective approach to the issue of choosing and assigning punishment for the acts committed. These two legislations, considered and supported at a meeting of the relevant committee, will be submitted to a plenary meeting of the Supreme Council for discussion in the first reading.
