The Budget Results for 2021

Parliamentarians heard today a report on the execution of the consolidated budget in 2021, as well as the budget of the Unified State Social Insurance Fund as part of a meeting of the Committee on Economic Policy.

Regarding the budget, the republican budget received almost 2 billion rubles 210 million rubles in 2021. This is 99.95% of what was planned. Production indicators have grown in almost all areas of industry. The exception was the electrical industry and the production of building materials, where the volumes slightly decreased. Growth has been outlined in agriculture: last year, the area of ​​sown land in the republic was increased by a quarter. The main share of crops, as before, is cereals and leguminous crops.

As representatives of the Ministry of Finance noted, the actual receipt of payments for 2021 increased compared to the same period last year and amounted to 116.45%. However, as far as entrepreneurial and other income-generating activities are concerned, revenues fell by almost 5%. Experts attribute this to a decline in business activity due to the pandemic, as well as a decrease in revenue from paid services from the Ministry of Health.

When executing the expenditure part of the budgets of all levels, the trend of priority and full financing of the main socially protected items remains.

Financing of the main programs and funds continued in Pridnestrovie in 2021. So, the Capital Investment Fund received more than 380 million rubles, for example.

Parliamentarians asked questions on the execution of the 2021 consolidated budget in the course of the meeting of the Committee on Economic Policy. Deputy Vadim Kravchuk asked what caused the significant increase in income from tax revenues from foreign trade and foreign economic activity. The Ministry of Finance noted that a significant decline in business activity was recorded in the republic in 2020, primarily due to the coronavirus pandemic. Last year, the situation improved, revenues from the single customs payment began to grow and amounted to almost 400 million rubles, more than 50 million rubles more than in 2020.

The deputies were interested in the amounts that the state allocated last year to implement measures to prevent the spread of coronavirus infection. Representatives of the Ministry of Health noted that about 304 million rubles were allocated for these purposes within the framework of the healthcare system. 145.5 million rubles of these were allocated for salaries and additional payments to doctors who worked with coronavirus patients, and 127 million rubles for the purchase of medicines. Additional funds were allocated for these purposes from the republican and local budgets.

The parliamentarians heard a report on the implementation of the budget of the Unified State Social Insurance Fund in the course of the meeting of the Committee on Economic Policy. The income in 2021 amounted to more than two billion rubles. As for expenses, the main part of the funds, more than 85%, was allocated for pensions. Changes were made to the budget of the Unified State Social Insurance Fund four times in 2021. Among other things, this was due to the April increase in the minimum pension by 5%, an increase in the period for paying childcare benefits (from one and a half to two years), the establishment of allowances for some socially unprotected categories of pensioners, as well as participants in the hostilities to protect the PMR and their widows who did not remarry.

According to the information of the Unified State Social Insurance Fund, the total number of pensioners registered with the Fund's territorial branches has slightly decreased and amounted to a little over 95000 people.

The Committee on Economic Policy will recommend to the plenary session to adopt reports on the execution of the republican and local budgets, special budget accounts (funds) and the Unified State Social Insurance Fund, taking into account all the comments made.
