The Republic will live according to the financial plan

The Supreme Council continues to work on the main financial document of the state. Earlier, the law-in-draft "On the Republican Budget 2018" was discussed at the meetings of all parliamentary committees. Today, the country's budget become the main issue on the agenda of the meeting of the Committee on Economic Policy, Budget and Finance. The main indicators were presented by the Minister of Finance Irina Molokanova.

The head of the Ministry of Finance noted that the budget-2018 is balanced on socially protected articles. This means that next year salaries, pensions and benefits will be paid in full.

The most part of budgetary spending falls on health (16.7% of total expenditure) and social sphere (15.2%). It is planned to cover the budget deficit to send funds to a special gas account, as well as to raise funds for Russian aid. Next year, as before, it is planned to resort to splitting the funds of some trust funds. 30% of the funds of the Road Fund and 20% of the Environment will be used to pay salaries and pensions.

The revenues of the republican budget are 1 billion 597 million rubles, expenditures - 3 billion 79 million. About 72% of the amount of expenses for socially protected articles. As for the treasury of cities and districts, their income is 835 million rubles, expenditures - 1 billion 188 rubles. The total deficit is 353 million. All districts are subsidized, but the growth of local incomes in comparison with 2017 is still observed. The capital is still a leader: its budget together with the budget of the city of Dnestrovsk exceeds 261 million rubles.

The innovation of the next year's draft budget is the emergence of a trust fund for capital investments. The list of objects included schools, kindergartens, hospitals, in urgent need of repair. Earlier, the deputies positively estimated the emergence of the trust fund for capital investments. It is planned that it will be filled from two sources. It will receive 57.7% of the paid customs duties, as well as part of the unified social tax, intended for the purchase of new medical equipment.

Among the amendments recommended for adoption is the creation of a fund of voters' orders. Norm, developed by deputies, is designed to solve the problems of citizens in the districts.

Following the discussion, the deputies of the profile committee recommended the deputy corps in the first reading to adopt the law-in-draft "On the republican budget for 2018". Parliamentarians supported the budget of the Unified State Social Insurance Fund for the coming year.
