Deputies, together with officials of the President and government, and the judiciary discussed amendments to the law on the national budget for 2015 and the planning period 2016-2017, as well as the rules of the same law rejected by the President and aimed at re-examination of the legislature in the course of the meeting of the Committee of the Supreme Council on Economic Policy, Budget and Finance.
The discussion began with a discussion on the direction of recurrent budget. Adopting the law on the national budget for this year, parliamentarians have decided to keep the existing mechanism of crediting peasant farms. However, the President proposed to send these funds for social support of young families and young professionals living in rural areas. According to the Ministry of Finance, this amount is approximately 2.9 million rubles a year.
Majority of the members of the Committee decided to keep the existing mechanism of lending small agricultural farms, and recommend the deputies to adopt the proposed amendment.
Considerable controversy of the meeting was the issue of limiting the size of the severance pay prosecutors and judges. Representative of the President insisted on the example of the Ministry of Defense and the military staff of the Investigative Committee, to limit their size to 5 salaries due to acute budget deficit and the need for a uniform approach. The court staff - Constitutional, Supreme and Arbitration opposed them.
The subject of the meeting of the Committee on Economic Policy were proposals of the President aimed at suspending implementation of a number of government social programs: employment, including the time for young people; health resort treatment (except for children); partial reimbursement of funds spent by working citizens to conduct operations and rehabilitation in the republic, and others. The necessity for this step was due to changes in legislation initiated the complexity of the financial situation, which does not allow to ensure the timely fulfillment of the obligations of the Unified State Social Insurance Fund.
The final decision on these matters will be taken in plenary.
