The struggle with the deficit - consolidating factor

The work on the draft budget continues. Parliamentarians suggested, studied, and discussed hundreds of amendments. As demonstrated last week of February, the government took part in the struggle with the budget deficit. Following the example of the parliamentary and presidential appeal, the executive branch has made its proposals, the adoption of which should be to reduce the difference between total expenditure and revenue sides for another 255 million rubles. More than half of these funds (144 million), in case of making government adjustments to their own edition of the law-in-draft, they will be directed to cover the deficit of socially protected items. Finance Minister Irina Molokanova called the proposed measures "unpopular, but internally".

Firstly, the draft budget of the authors listened, finally, to the arguments of the deputies and reviewed the main macroeconomic indicators. The most important of them - the GDP - fell by a quarter, and $ 10 billion, and not 13 as previously voiced. Its change entailed the need for conversion of many other articles. Another point was connected with numerous indicators – is Minimum Wage. The Government has proposed to fix its size at the beginning of 2016 (7 rubles 30 kopecks), that is not the summer to carry out the second phase of increase of salaries. This will save 17.3 million rubles. Automatically decline and expenses of the Unified State Social Insurance Fund.

As for the new parliamentary amendments to the budget 2016, that at today's meeting of the Committee on Economic Policy, Budget and Finance decided to cut funding for 15% representation of the Presidential Administration expenses of the Supreme Council and the Government. Another 100 million - this is the amount by which the revenue part of the budget can be increased in case of inclusion of funds that, according to the information legislators arrived at the Presidential Administration of the account, but in the draft budget were not reflected.

The first - committee – is a stage of parliamentary work on the budget of the project is completed. Which of the amendments will be given the green light, will become clear during the plenary session on March 2. In the meantime, the relevant committee members say they expect the adoption of the main financial document of the country for 2016 without a deficit on the socio-protected articles.
