More autonomy to local budgets

Participants of the meeting of the State Regional Policy Committee discussed the draft amendments to the law "On budget system in Pridnestrovian Moldavian Republic". Deputies of Grigoriopol town and district council proposed it. The essence of the initiative is to introduce program-target methods of management on the ground. We are talking about mandatory programming economic and social development of municipalities for the forthcoming financial year and the medium term. Projects of local budgets should be, according to the authors, based on these planning documents.

The head of the profile parliamentary committee Oleg Vasilaty supported his colleagues from Grigoriopol. Assessing the status quo, he emphasized that today local authorities working in the "fire mode". There is no systematical method observed in their activity, the events are scheduled for maximum of one year. Not all resources are involved at the same time.

Representatives of the executive, speaking out against the law-in-draft, paid attention to the fact that in case of its support the local budget "break away" from the republic one. Oleg Vasilaty confirmed and said that he considered this measure necessary. He reminded the situation in 2013, when due to the demarche of the government members of the Republic remained without the main financial document, which means that for the year fell from fiscal space and territorial administrative units. Oleg Vasilaty, supporting initiators of innovation, insists that local budgets must be independent.

Without denying the existence of some irregularities in the text of the law-in-draft, Parliamentarians decided to recommend it for adoption in the first reading, taking into account the voiced comments.

The package with the initiative presented another one - on amendments to the Law "On local government, local government and public administration in Pridnestrovie". It also was presented for consideration of the plenary session with the recommendation of the responsible committee to adopt it in the first reading.
