The parliamentary Committee on Agriculture, Transport and Construction returned to the discussion of the law on compulsory MTPL insurance. The agenda of the meeting included two legislations listed-namesake. One has been developed in the last convocation of the Government, the second was presented by a group of deputies of the Supreme Convocation of the current convocation. Adoption of the basis of the parliamentary version of the alternative documents was the agreed decision, but the government will take into account the amendments to it.

Another significant and long-awaited initiative - is the law "On Road Traffic Safety". Previously titled document has already been examined by deputies, but after a study the author (the president) has withdrawn it. Taking into account the legislative gap in this area, the deputies returned to this issue by developing a new law-in-draft. Warning road offenses, reducing the severity of their effects, the effective elimination of the causes and conditions that affect the accident - the initiative aims a comprehensive solution of social and economic, organizational and technical problems in the field of road safety. The official conclusion of the government on the law-in-draft has been received, but the employees of GAI and representatives of relevant ministries have already announced their willingness to cooperate in efforts to improve the new document. The law-in-draft was recommended for adoption in the first reading.

The joint parliamentary and governmental work should be done on the law-in-draft "On some additional government measures aimed at minimizing the negative impact of external economic factors". The law-in-draft was introduced by the president. It involves the implementation of financial and construction amnesty, amnesty related to violation of the terms of repatriation, the anti-crisis innovations in the tax sphere and in the sphere of state regulation of food pricing. Profile for the Committee sector - is construction amnesty. The bulk of parliamentary questions is associated with it. Amendment of committee assembled by 14 sheets (the law-in-draft itself thus takes 19 sheets). Deputies do not understand, for example, the implementation of which "minimum requirements" in question when determining which objects will be distributed construction amnesty. There is a misunderstanding in other areas. Deputies consider, for example, that the need for clear, legally established scope of import duties on vehicles (author of the initiative proposes to give the possibility to reduce them, but it is unclear to what extent and for what object).

Realizing the importance of the law-in-draft itself, the Committee decided to support  it at a plenary meeting in the first reading, and the promise secured critical state services, ministries and departments to work out every amendment of committee in the framework of the working meetings in the directions.

Proposed by a large parliamentary group of amendments to the Constitution did not remain without discussion. According to the authors it allow the Supreme Council not to appear in a "legislative impasse". Deputies consider it necessary to prescribe in the Basic Law the following mechanism: if the president does not sign the law within the prescribed 14-day period, this right is granted to the Chairman of the Supreme Council. Lawmakers emphasized that there was no substitution powers, which specifies the official representative of the President, the initiative was not intended. The signing of the law - is the constitutional duty of the President. He has the right of veto. It was proposed to prescribe a procedure that would not allow "law lying unsigned dead weight".

The initiative was supported by the Committee on Agriculture, Transport and Construction: the plenary session will be prepared by a positive opinion on it.
