The law-in-draft, developed by parliamentarian Vitaly Kalin, provides for the possibility of training driving with a vehicle from the age of 17. Amendments are made to the law "On road safety".

In the Soviet period, the driver's license was issued immediately, but with a postscript indicating the date of the document's commencement. The current law-in-draft establishes that to obtain a driver's license that gives the right to drive independently, young citizens will be able to attain the age of majority.

Another legislative initiative, which deals with motor vehicles, was prepared by the head of the profile committee Oleg Leontiev. It regulates the procedure for evacuation of vehicles left in an improper place or abandoned vehicles that prevent the passage of emergency vehicles or disrupt the appearance of the urban environment.

The parliamentarians supported the law-in-draft of the head of the committee and recommended that the deputy corps adopt it in the first reading.

In the course of the meeting, two legislative initiatives of Alexander Shcherba were considered. One of them was born on the basis of appeals of citizens who live in houses built in suburban areas. The author offered to provide for such citizens the opportunity to register at the place of residence. The government sent a number of comments to the Supreme Council. In particular, it is stipulated that the registration procedure assumes the address of the premises and its recognition as residential. Not all holiday homes have such a status.

Taking into account the comments of the supreme executive body, the parliamentarians supported the legislative initiative, recommending it for adoption in the first reading.

Another initiative, directed by Alexander Shcherba, involves changing the provision of the law "On state guarantees to citizens entitled to a land share and other workers of agricultural enterprises". The author suggests taking into account in the register of citizens who have the right to share payments, the category of employees of state agricultural enterprises that were not state farms, which is required by law today. The composition of scientific and production associations included a number of enterprises with various organizational and legal forms of management. This generates collective complaints and appeals.

The author provides a financial and economic justification for the law-in-draft, which indicates that the size of the reserve fund that is formed in the share fund will allow covering expenses in connection with the expansion of the categories of citizens who have the right to share payments. The law-in-draft was supported by the deputies of the committee.
