According to decision of the Presidium of the Supreme Council the main issue on the agenda will be the discussion of the draft national budget for the next three years in the course of tomorrow's plenary session. Profile parliamentary committee considered the document on the eve and recommended to collegues deputy corps to adopt it in the second reading, taking into account the discussed comments and proposals. The third and final reading of the main financial document is scheduled for December 24.
People’s deputies will have to decide on amendments to the law “On fixed agricultural tax” in the course of tomorrow's plenary session. It was presented by the President in the regime of legislative necessity due to the fact that the effect of the tax ends January 1, 2015. All farmers since that time must go to the general taxation system. In order to provide state support to agricultural producers who have not previously used a special system of taxation, the author of the initiative proposes to extend the law till January 1, 2018. Deputies of parliamentary committee consider that this is not enough time and consider it appropriate to extend this period up to 2020.
Agenda of the final plenary session of the 8th session of the Supreme Council, to be held on 24 December will be tense. This day, lawmakers will consider a large block of issues related to trafficking and retail sale of excisable goods such as alcohol and tobacco. In particular, members of the Committee on Small and Medium Business and Industry propose to amend the Code of Administrative Offences. They aim to increase the penalties for the sale of tobacco products to minors. Thus, the author of the legislative initiative, Viktor Guzun proposes to increase the fine for the sale of tobacco and tobacco products to minors: for citizens in the amount of up to 40 MW, for officials and entrepreneurs - from 40 to 90 MW. The same actions committed repeatedly, shall be punishable by an administrative fine on citizens in the amount of 40 to 80 MW, for officials and entrepreneurs - from 80 MW to 150 RU.
Deputies will also need to take a final decision in respect of the law-in-draft, involving a number of changes in the travel industry. They relate to individual entrepreneurs providing services to the public transportation of passengers using taxi-vans. If approved, the legislative initiative they can provide these services only within the administrative unit on the basis of local patent. Nonresident transportation will be prerogative for taxi cabs.
At the end of the meeting of the Presidium of the Supreme Council the head of the relevant committee Vladimir Bodnar invited colleagues to participate in parliamentary hearings on the issue of the state final examination of students. The necessity for them was due consideration of the law-in-draft “On Amendments and Addendum to Certain Legislative Acts of PMR”. It is assumed that Prime Minister, heads of ministries, heads of public services for Culture and Sport, chairman of the PPP, representatives of local Soviets, rector of PSU and Pridnestrovianian State Institute of Educational Development, heads of departments of public education of cities and regions representatives of pedagogical and parent community will take part in the negotiation.
