In the course of the plenary session, the Supreme Council presented the initiative of the President, proposed to introduce the post of head of administration of village (township). According to the author, this would distinguish between the functions, powers and competences chairman of the village (township) of the Council of People's Deputies and head of the administration of the village (township). The proposal called for amending the Constitution and some legislative acts. According to one of the provisions of the law-in-draft, the head of state administration village (township) shall be elected by secret ballot publicly. In his career, he has to be accountable to the head of state administration of the city, the region and the relevant Council.
On the eve of the plenary session the initiative was considered in the parliamentary committee on legislation. Deputies and representatives of the Council of People's Deputies of cities and regions expressed the view that any additional costs appear with appearance of a new post. In the context of the current critical situation in the economy and social sphere of the proposed reform is not aimed at saving money, their rational expenditure.
In the ensuing on this issue on the agenda of parliament debate focused on the fact that radical reform of local government is long overdue. The first steps towards the reform of local self-government have been made in the last year. A group of deputies were asked to upgrade the existing model of local government by enshrining a provision for the election of the heads of administrations. The development of parliamentary law-in-draft was preceded by a huge work in the sphere. Deputies conducted a series of thematic hearings and roundtables in the districts of the republic. This work resulted in the adoption of the amendments of the Constitution in the first reading, which involves the election of the heads of administrations of villages, up to the mayors. According to the parliamentarian Anatoly Dirun, there is a law-in-draft now in the Supreme on the general principles of local self-government. In addition, a special commission is working, in its composition, there are members of the Supreme Council, aims to develop a new law on local government and local government bodies.
No reaching required number of votes, the law-in-draft was rejected by the President.
