Recovering from the Crisis: Proposals of Legislators

The meeting of the presidium of the parliament lasted longer than usual. This was caused by active discussion by participants of measures list to overcome the current crisis socio-economic situation in the republic, which parliamentarians have prepared at the request of the government. Parliamentary committees reported on them whose proposals were systematized in separate document. According to members of the Presidium of the legislature, it will be sent to the government. Meeting of the members of the Supreme Council and the Government is scheduled preliminary on Thursday of this week. Developments of executive and legislative authorities will form the basis of public hearings, which are expected to be held at the parliamentary site.

This discussion brought legislators to more global theme - the lack of strategic document of its development in the republic. Let’s remember that the Supreme Council adopted in the first reading the law-in-draft on the approval of document entitled "Strategy 2025" as a "road map" of Pridnestrovie. It was developed jointly by the deputies of the Supreme Council and Russian scientists from Moscow Center for Strategic Research in 2011. It is noteworthy that they prepared in the course of electoral campaign of Vladimir Putin the draft Strategy 2020, which was later used as the basis of the Russian Federation.

Discussing the agenda of the meeting of the presidium of the parliament the economic issue prevailed. In particular, the heat of the debate has increased significantly when considering legislative initiatives of the government, aimed at changing the existing law "On the domestic trade". It is about the duty of the administration of outlets with the area over 100 square meters to have constantly available food domestic production consisting of 36 items. The Legislators considered the measures, proposed by executive authority as "pressure on business, the invasion of civil law relations between entities". For this reason, not only sellers suffer, but buyers as well who are deprived of a wide choice, and the logistics supply is interrupted.

On the recommendation of the members of the parliamentary committee on agriculture the agenda of the next plenary sessions will include the issue regarding some amendments to the law that approved the state program of construction, repair and reconstruction of water supply systems in rural areas, whose term expires this year. It so happened that during the five-year program in some villages not a penny was spent, and some - there was a significant excess of planned expenditures. However, the government intends to prolong the effect of the target state program for 4 years - until 2019, however, deputies consider that the efficiency of public spending to ensure rural settlements with drinking water should be checked by the Prosecutor's Office and the Accounting Chamber.
