Vasily Calco, "The decisions of the Ombudsman are not binding"

In the course of the plenary session the Human Rights Ombudsman Vasily Calco reported on the situation with the observance and protection of the rights and freedoms of man and citizen in the republic on the basis of 2014. According to him, the bulk of complaints received from pensioners, employees and the unemployed, as well as persons in prison. The root of the problem is mostly in the civil law sector, or has strong socio-economic overtones. The Ombudsman received 1201 applications in the past year (three hundred less than in the previous period, which, in the opinion of Vasily Calco, does not mean that there are fewer human rights violations). The geography of appeals is extensive enough: both residents of the republic, and representatives of foreign countries request for protection of rights. Inhabitants of Tiraspol are whistleblower more often that others (569 applications per year). Collective applications for the most part associated with illegal or unjust, according to the applicants, building construction.

Ombudsman Situation on the labor market is seen tense. The report notes that in 2014 the state does not cope with the problem of payment of wages to public sector employees: incomplete working week with reduced funding was temporarily established. As of 31 December last year more than three thousand executive documents were at the hands of the bailiffs. The total amount of arrears of wages - is almost 19 million rubles.

Information about that in the reporting period 132 organizations reported to the centers of social security and social protection of the impending reduction of staff: to the dismissal of 976 employees were scheduled adds negative paints to the picture.

Head of the Committee for Economy Oleg Vasilaty evaluating the content of the report of the Commissioner noted that the document differs from the previous report, which reflected mainly the common characteristic of any state problems in the protection of the rights and freedoms of citizens.

The Commissioner for Human Rights emphasized that special attention should be paid to the issue of passportization of persons serving time in prison. To date, 140 prisoners have no documents. After leaving prison, they will find themselves in a vicious circle: no passport - no registration, no registration no passport. According to the Ombudsman, a workshop with representatives of relevant government agencies to address this issue is scheduled in the next days. The price of the issue, in fact, is small: a passport costs 67 rubles. The snag, apparently, is who should take over these costs.

In general, according to recommendation of responsible committee, the decision to take note of the report "On the state of observance and protection of the rights and freedoms of man and citizen in the Pridnestrovian Moldavian Republic for 2014" is supported by the deputies unanimously.
