In an interview with parliamentary journalists, Deputy Head of the Committee of the Supreme Council for the Development of Entrepreneurship and Industry Vadim Doni commented on the essence of the proposed to the deputy corps for the adoption of legislations aimed at activating business.
"Last year, the deputies of our Committee began working out a mechanism related to the possibility of suspending the activities of legal entities on their application to the registration authorities for a period of not more than three years. Entrepreneurs themselves made such requests to the deputies who, for objective reasons, do not engage in commercial activities, receive no income, but continue to hand in various forms of reporting to state bodies. All this brings them a certain inconvenience. The procedure for the liquidation of a legal entity is also not very simple for us. Not all entrepreneurs want to take such a radical step in the hope that over time the situation in the economy will improve and they will be able to resume their economic activities. In this case, he will not have to re-establish a legal entity, register it.
Semi-annual joint work with the government on the draft law "On Amendments and Addenda to the Law "On State Registration of Legal Entities and Individual Entrepreneurs" came to the finish line. Its adoption in the third and final reading will lead to the need for adjustments to a number of other legislative acts, including the Labor and Civil Codes, tax legislation, etc.
The opportunity to use the legal norms on the suspension of the activities of a legal entity is due to several factors. First of all - the absence of debt to the budget, on wages. In addition, the labor rights of employees who at the time of the suspension of the legal entity's activities were registered in its staff.
The need to adopt amendments and additions to the law "On Currency Regulation and Currency Control" initiated by the deputies of the Committee for the Development of Entrepreneurship and Industry is associated with the entry into force on January 1 of this year of a new Customs Code. They simplify the mechanism for legal entities to acquire inventory for a cash currency without entering into a foreign economic contract. This, in general, concerns the importation to the republic of individual goods, for example, of one furniture wall, ordered by the consumer.
The Committee also has a government initiative on improving the procedure for licensing an entrepreneurial activity. In particular, the business community proposes to exclude from the list of licensed types of activity the production of orders and medals, the verification of measuring instruments, surveying work, the provision of assistance in employment, etc. The deputies of the responsible committee will have to weigh the pros and cons of this proposal, to find out, how much it will simplify enterprise activity, will make it less expensive, and on results of this work to make the weighed decision".
