The first meeting of the Presidium of the Parliament after the recess was held at the Supreme Council

The working week in the legislature started with a meeting of the Presidium of the Supreme Council. Despite the fact that the agenda listed only a few questions, an hour was not enough for their lively discussion. Three legislative initiatives information for which was presented by the Chairman of the Parliamentary Committee Efimy Koval concerned amendments of existing regulations of the Housing Code. This, in particular, was about the possibility of withdrawal of housing stock, including privatized, in which the holder does not live for a long time (a government initiative). Participants of the meeting expressed unanimous opinion that the proposal should not even be discussed because violates the constitutional right to housing, the inviolability of private property.

Deputies will also identify the legal basis for the beginning of payment of utility services purchasers of apartments in houses, buildings in the course of the next plenary meetings: whether since the introduction of the house in operation, or from the period of settlement residents.

Two legislative initiatives of the Government have been returned to the author for revision after lively discussion on the decision by members of the Supreme Council. The first law-in-draft concerned the establishment of agricultural enterprises and peasant farms of new payments for the use of water from artesian wells, drilled by them and for irrigation of farmland. According to the author of the legislative initiative, its size should be 4 rubles 21 kopecks per cubic meter of life-giving water.

Members of the Presidium of the Supreme Council did not agree with the government's proposal to impose additional taxes on the local level, individuals and legal entities - no more than 100 MW from the first and not more than 10 MW from the second. The own proposal - introduction of additional financial mechanism - the representatives of the executive authority motivated by the necessity of local authorities to implement their tasks fully. However, parliamentarians recalled that the collection for the improvement of human settlements has been already charged. They suppose that the new payments will be very heavy for businesses and residents in the current difficult socio-economic situation.

Law-in-draft on Motor Third Party Liability Insurance will be submitted to the next plenary session on the recommendation of the parliamentary responsible committee. However, a lot of complaints and proposals to amend the draft law were voiced by participants according to the results of the July hearing in the Supreme Council.

The first meeting of the autumn session of the Supreme Council of the 5th convocation was scheduled for September 9.
