Deputies of inhabitants of Bendery convened a regular City Council session. Along with the current issues of urban life, they discussed the progress of preparations for single day of voting in the second largest city of Pridnestrovie. As it is known, 29 November 2015 for the first time in the history of the state PMR the election of deputies of the Supreme Council and local representative bodies will be held in one day. Although, the issue was listed as concluded at the agenda of the session, its discussion took lion's share of time.

The point was to find an answer to the question - to transfer or not to transfer the powers and functions of the district election commissions created in the city territorial election commission. The possibility of this is enshrined in article 35 of the Electoral Code. According to the chairman of the Bendery territory election commission Denis Podgorny, such a transfer would save more than 400 thousand Rubles for budget. Another important detail is the fact that Bendery enterprises, organizations, institutions, public organizations and associations in the community show the lowest activity on the formation of the Central Election Commission, territorial, district and precinct election commissions in comparison with other cities of the republic. This was confirmed by the Chairman of the Bendery City Council Yuri Kara.

However, if before the deadline the district election commissions are not formed, it may even result in a breach schedule of preparations for the election campaign, which will lead to the disruption of the elections. It is clear that no one is interested in such a scenario. That is why members of the Bender City Council decided to return to this issue at the revision of the permanent parliamentary commission. They come back in August to it, during the regular session of the City Council. Preliminary consultations are necessary to intensify the work with voters to intensify the possibility of formation of district election commissions. And then to dot the «i» at the convened session - or district commissions are an integral part of the electoral process, or if it is impossible to form them in full, transfer the powers of the territorial election commission. 33 days are given for search of the answer to this question - the district election commissions should be formed up to 30 August this year. Since September 3, nomination of candidates has already been started in accordance with the provisions of the Electoral Code.

Despite the importance of the issue of preparation for the elections to representative bodies, which is projected most attention outside observers in the working agenda of the regular session of Bendery City Council there were a lot of important issues for citizens and plenipotentiaries. One of them concerned the construction of reference in the city. The fact that the draft plan of Bendery was designed in 1969. So the venerable age of the document led to the fact that it has lost its relevance, and the new city development project plan, there is not the general plan of development (the development of these documents costs to 700-800 thousand Dollars). However, the land is allocated for building. We must pay tribute to Bendery deputies - they are not the first to focus on the necessity to address this acute problem. Moreover, the City Council is the author of the legislative initiative, designed to regulate the procedure for allocation of land for construction in the city in the absence of master plan and project plan development of the village. Deputies of Bendery suppose that it is a representative body of government should have the authority to address these issues. In addition, we also note that meeting in Bender Town Planning Board of the city recently resumed, which is attended by the chairman and the profile parliamentary committee.

Deputies of Bendery in the course of the session also discussed the implementation of programs of execution of orders of voters (almost half fulfilled), capital construction and use of environmental and road funds, of decentralization and privatization of municipal facilities, the establishment of new rates for entrepreneurial patent, rent, use part of the profits municipal unitary enterprises and others.
