Amendments and additions to the law "On Road Safety" were adopted at the plenary session in the second final reading today. The amendments made to the document regulate relations in the field of organization of parking spaces.
In particular, the law-in-draft defines such concepts as "parking space", "parking", "public parking" and "paid parking" and establishes common requirements for them. So the number of parking spaces in each individual case will have to be determined now in accordance with urban planning regulations that in turn are prescribed in building codes and regulations. It is expected that the state administrations of cities and regions will be engaged in compiling a register of parking lots after the entry into force of the new version of the law "On Road Safety". This should be an information resource that will collect data on all parking lots, public and private, located on the territory of a particular settlement.
The law specifies the requirements for public and private parking separately. As for public, free parking. The decision on their creation in the territories adjacent to apartment buildings will be made by local authorities. But taking into account the opinion of homeowners, according to the law, places for the disabled are obligatory, places for buses and trucks can be provided in public parking lots. The installation of fences in free parking or other ways that interfere with its use is strictly prohibited.
The requirements for paid parking are more extensive. The law specifically stipulates a ban on the organization of private parking near schools, kindergartens, hospitals and clinics, sports facilities and apartment buildings, as well as buildings that house authorities. The amount of payment for the use of such parking will be set by the owner. However, local authorities may determine the hours, weekends and holidays when parking will be free of charge. It will also be free for special vehicles (ambulance, militia, emergency services, etc.). The mechanism for implementing the norms of the law will be determined by a legal act of the Government of the Pridnestrovian Moldavian Republic.
The law-in-draft was prepared as part of the harmonization of the Pridnestrovian legislation with the legislation of the Russian Federation.
