The Supreme Council of the Pridnestrovian Moldavian Republic in the first reading in the course of the plenary session adopted a package of legislations that are designed to improve the amendments to the laws on special tax regimes adopted at the end of September – patent and simplified taxation systems.
The legislations were developed as a result of meetings of tax officials and Government representatives with individual entrepreneurs in cities and regions. All the questions that entrepreneurs asked about the transition to "simplification" and work on a patent were accumulated by the Government and were repeatedly discussed at meetings, including in the course of meeting with the President of the Pridnestrovian Moldavian Republic. Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov announced this when presenting the legislations to the deputies as the author of the legislative initiative. According to the speaker, the developed legislations are the joint work of deputies, representatives of the tax inspectorate and relevant ministries.
In the first reading, the law-in-draft on amendments to the law on a simplified tax system proposes:
- not to include in the total customs value of imported goods (50000 USD maximum) the cost of agricultural machinery purchased by a peasant (farm) enterprise for its own needs at the expense of funds allocated from the State Reserve Fund or within the framework of soft lending programs;
- not to consider subsidiesallocated from the consolidated budget as a tax on revenue;
- grant the right to reduce once the calculated amount of income tax by the amount of expenses for the purchase of thermal printers for each thermal printer (but not more than 5 (five)) connected to the online cash register.
Alexander Korshunov announced another planned proposal to the law on "simplification".
Changes to the law on the patent system of taxation are proposed, among other things:
- to expand the conceptual apparatus with such definitions as retail, open counter, trading floor;
- to expand the list of activities under the patent system "provision of services on the Internet (freelance)" and allow them to export their services outside the PMR;
- to allow freelancers, and individual entrepreneurs engaged in retail trade in products to interact with legal entities.
There are also new restrictions. For example, based on the patent system of taxation, it is proposed to ban the retail sale of used non-food items: furniture of all kinds, certain electrical appliances, sanitary ware, ceramic tiles and roofing materials, jewelry and their parts, televisions with screen sizes over 100 cm diagonally and etc., as well as to conduct a peasant (farm) economy, if the area of agricultural land per one economy exceeds 20 hectares.
The Speaker of the Parliament emphasized that it is planned to complete the work on amendments to the laws on special tax regimes and adopt them in the final reading in the second decade of December. Entrepreneurs will start working under the new tax legislation from January 1, 2023.
