Normative legal regulation in the sphere of road, rail, air, river, urban land-electric vehicles and road infrastructure - one of the main tasks of the State Service of Transport and Roads, established in April 2012. As the head of department Maxim Posazhennikov mentioned, the authority to conduct inspection was transferred last year in the management of the State Service. With this view, a unified information system for cars, passenger cars and motorcycles was created. One of the benefits of the reorganization was to reduce the list of documents required to undergo inspection. Instead of a medical certificate, power of attorney documents for conversion equipment is now sufficient to provide a certificate of vehicle registration, driver's license and proof of payment provided for taxes and fees. Such reforms in the department are planned for construction equipment, which will ensure its accurate accounting and control.
Maxim Posazhennikov in his report drew attention to the signing of a memorandum of cooperation between the Civil Service and the Ministry of Transport of the Russian Federation in July 2014. It is planned as a part of the document to develop international passenger services, share best practices and new technologies in the transport sector, to provide mutual assistance in the training of qualified specialists.
The head of department also reported the work carried out to optimize the current system of providing benefits to passengers and luggage transport for general use on a regular basis. Results of last year show a significant reduction of this type of expenditure. Last year's figure of payments to the state exhibited by private transporters, half the figure for 2013. It is about six million rubles. Let’s remember that for persons entitled to partially pay for travel from the beginning of the year: the bus fee is 1 ruble, suburban routes - 1 ruble 50 kopecks, long-distance - 4 rubles.
