The National Task

The workshop, participants of which were President of PMR Yevgeny Shevchuk, the Chairman of the Supreme Council Mikhail Burla, Prime Minister Tatiana Turanskaya, as well as members of the Presidium of the legislative and executive authorities was devoted to finding a way out of the difficult socio-economic situation in which the Republic was due to external economic constraints.

The primal cause of our difficulties was the decline in production and sales, especially one that is exported outside of the republic. It began last year. The main reason - is the restriction of foreign economic activity of our economic entities by Moldova, the unstable situation in neighboring Ukraine, the devaluation of the Russian ruble, hryvna and leu, the global economic recession. The consequence of these negative developments was the decline of business activity, and on the "chain" - a reduction of budget revenues and budget funds, the complexity of the financing of priority of payments, primarily pensions and salaries of public sector employees.

Minister of Finance Elena Girzhul and Minister for Labour and Social Protection Oksana Bulanova provided comprehensive information on the execution of the republican budget and the Unified State Social Insurance Fund last year, tax revenue in the current year. So, the state treasury in January of this year was able to collect only 84 million rubles, the targets in February - 192 million rubles. Their implementation causes doubt. Lack of funds in the budget has led to some difficulties in the implementation of the state social obligations to its citizens, in particular, certain staying behind from the schedule of payment of wages to state employees.

According to the Minister of Labour and Social Protection Oksana Bulanova, the budget deficit of the Unified State Social Insurance Fund began to take shape not today - it takes its origin in 2008. However, the growth trend of the imbalance between revenue and expenditure part of the social fund, in which the share of pensions is 87.7% disturbs. According to projects for the period from 2015 to 2017 the annual growth of pensioners will be an average of 3,200 people. Figures describe the financial status of the fund: from planned 113 million rubles to receive in January 2015 the account received 106 million rubles.

Economic development minister Alevtina Slinchenko told about the situation in the economy, the causes of decline in industrial production, the prospects. Reduced exports and imports, disruption of foreign trade contracts, failure to provide competent authorities of the Moldovan certificates for the export of Pridnestrovian goods, especially agricultural, in Russia was the main cause of the budget deficit. In particular, only in January 2015 compared to the same period last year, exports fell by 28%. Negative dynamics is for imports in the same period - from the Ukraine by 65%, from Russia - 14%.

In the course of the dialogue, the Parliamentarians asked the government representatives clarifying questions, make suggestions for the exit from the crisis. In this coordination meeting participants were aware that if externalities are unable to influence or to a small extent, it is necessary to look for the missing resources within the country, use the internal potential.

The crisis recovery search should be national priority, consolidating and authorities, and society in general. However, the anti-crisis program should not be declarative and based only on wishful thinking. In these difficult circumstances, representatives of the Pridnestrovian authorities should also listen to the recommendations - as Russian scientists and economists, and Western experts. The participants of the discussion were convinced that measures produced by the Supreme Council, the Government responses to the crisis must answer not only the question of what needs to be done, but how. In addition, any proposal needs to be supported by estimates and projections - what economic effect will be obtained in its implementation.

Past coordination meeting with representatives of the authorities - is another link in the beginning of comprehensive work on the development and adoption of a plan of action to overcome the crisis in the economy and social sphere. It is assumed that the same questions will be discussed during the public hearings, which will be the platform for the legislature. It is planned to invite representatives from business and academia to participate in it.
