Taking into consideration the conceptual comments

The deputies agreed with the proposed delimitation of the President and redistribution of powers in the sphere of land relations. The functions of government lands management, assignment them to the conduct of public and municipal authorities, development and implementation of state programs, monitoring, etc. were transmitted from the Government to the President. Responsible parliamentary committee - on agriculture, transport, construction, natural resources and ecology - recommended colleagues to support the initiative, but with the obligatory account of two conceptual remarks.

First of all, deputies insist that Councils of People's Deputies on the ground should confirm master plans of cities and other settlements of the republic. This is also the position of the law "On local authorities, local government and public administration in Pridnestrovian Moldavian Republic". The author of the law-in-draft proposed to transfer these powers to the President.

Another aspect of the contested parliamentarians related to the order of withdrawal of agricultural land. It is prescribed in the Land Code, and does not need to be adjusted - this is the principled position of the deputies.

Taking into account these two amendments the law-in-draft on amendments to the Land Code was adopted in the first reading.
