The main issue, that was paid attention to by members of the parliamentary faction "Obnovlenie", was a single day of voting held in this year. Deputy corps plans to consider two legislative initiatives on amendments to the Electoral Code. Their author, member of the Supreme Council Grigory Dyachenko, proposes to amend the rules governing the legitimacy of decision-making at the session of the Central Election Commission by changing the number of the commission members to 2/3 of the majority, including the chairman. It is also about the inclusion of standards in the current legislation, establishing the obligation for the members of the commission to present at all meetings of the Commission and comply with the requirements of the Code. Another law-in-draft of the parliamentarian concerns the issue of combining the powers of commissions in case of coincidence of the territory of the polling stations. The existing norms of the law established that if in the district is one polling station, the functions of the precinct election commission are implement by the relevant district election committee. According to the deputy Grigory Dyachenko, in frameworks of a single voting day, combining four election campaigns at the level of villages, towns (election of deputies of city and district councils of people's deputies, deputies of village councils, chairman - the heads of administrations of villages and members of the Supreme Council) such additional functions to one committee is not justified. In connection with this proposed legislative initiative are not covered by the norm of the Election Code on electoral processes, which will be held on November 29 this year. The members of the parliamentary faction "Obnovlenie" decided to support the proposal of the colleagues.
Deputies also supported the initiative of parliamentarian Valery Chervonooky on amendments to the law "On protection of citizens' health from exposure to environmental tobacco smoke and consequences of tobacco consumption". It is designed to resolve disputed issues by restricting the sale of tobacco products near educational institutions. Let’s remember that the Supreme Council adopted the initiative, which prohibits the sale of cigarettes in shops located at a distance of a hundred meters from educational institutions should come into force on May 20. Due to the ambiguous understanding of the rules of law regarding the right to determine the distance between the objects of trade and the school grounds, the author of the law-in-draft proposes to eliminate it.
It is up to deputies to determine the fate of received initiatives.
