Local self-government in the republic - is one of the main forms of democracy, which, in accordance with the legislation is designed to ensure the implementation of human rights and freedoms, autonomy in addressing the social, economic, political and cultural development of the region. It consists of the Councils of People's Deputies and organs of territorial public self-government. The current legislation provides that the heads of representative agencies have the right to be entitled to receive the necessary information on issues related to their competence, by the state administration (local government), its divisions and departments, public associations, enterprises and other organizations.
Thus, the range of subjects, which the Chairman of the Board has the right to appeal, is reduced to the level of local importance. The Supreme Council has considered and adopted initiative to make relevant amendments to the law "On local authorities, local self-government and public administration in Pridnestrovie" in order to secure for them the right to obtain the necessary information, documents, expert advice on issues related to the competence of the state authorities and their structural units. Its author was the chairman of the Council of People's Deputies of Dubossary Alexander Kolomytsev. The law was vetoed by the President in the adopted version.
The issue was re-considered by the deputies at today's plenary session. The rationale for vetoing the document, as explained by Olga Zvarych the Minister of Justice was its provisions conflict with the existing legislation. It was about the law "On the status of deputies of local Councils of People's Deputies of PMR". It stipulates that the competence of the Chairman of the Council includes appeal to all state bodies, enterprises, institutions and organizations located on the territory of the Council, to the officials on issues related only to the parliamentary activities.
At the end of the president's veto discussion proposals to agree with him or overcome did not gain enough votes of Deputies. 27 parliamentarians supported the proposal to create a conciliation commission on the subject as a result. Two candidates were supported at the plenary session who will represent it in the Supreme Council of Oleg Khorzjan and Andrey Sipchenko. During the week 2 representatives from the President should be delegated, and up to 30 June this year - the decision of the conciliation commission should be made.
