The Head of the Parliamentary Committee on Economic Policy, Budget and Finance Oleg Vasilaty called the draft presidential law, presented by the Government “On some additional government measures aimed at minimizing the negative impact of external economic factors” - “The Attempt №3”

Twelve actual proposals are at the heart of the new law-in-draft. Among them, there is the financial and construction amnesty; introduction of concepts "warning" to the administration code; granting state functions to regulate the prices of goods, not classified as socially significant; provision of long-term use at no cost of land to individuals and legal entities for the construction of residential buildings and industrial facilities; the possibility of manufacturing and sale of products of national crafts without having to purchase a patent. There are some tax innovations in the text of initiatives. It was proposed to give the government the right to lower the rate of Unified Social Tax in the case of increase the number of job places in the company, the size of the income tax for the employees and the rates of customs duties on imported vehicles. Perhaps liberation of organizations from income tax and individuals from paying property tax in respect of objects constructed in 2014-2016, respectively.

Particular attention in the course of the plenary session was given to the proposal to invest the government with authority to impose external management organization of any form of ownership in case of a crisis. The indicator of its occurrence, according to the authors of the law-in-draft, is a combination of three negative factors: non-payment of wages during the quarter, the suspension of more than a month of production activities and the reduction of more than 20% of employees.

Time will show the fate of the parliamentary initiative. However, it is of no use in the present situation. In May and September, according to forecasts of executive power, a new wave of crisis is expected. The parliamentarians called on the government to prepare an opinion on the parliamentary initiative as soon as possible.
