10.07.2015

Deputies of the Supreme Council completed the 9th session of the 5th convocation to the anthem of the Pridnestrovian Moldavian Republic. This is the second plenary meeting this week. Its conduct was caused by the necessity of final settlement of many issues of legislative activity before leaving legislators on vacation.

Deputies started the work from considering a package of constitutional laws, which was initiated by a large group of parliamentarians. The observance of the principle of the formation of a single judiciary is in the concept of legislative initiative. It was suggested, in particular, to eliminate the age limit for appointment of the Constitutional Court judges. Authors of legislative innovations suppose that according to the developers of a number of legislations, it could provide the constitutional control agency with years of experience in the sphere of law and well-deserved reputation judges. Let’s remember that 58 age limit for appointment was set in accordance with the applicable legal provisions for judges of the Constitutional Court. At the same time, the legislation sets age limit for the tenure - 65 years for the Supreme, and Arbitration courts of first instance. The motivation for the development of initiatives by a group of deputies to keep the unity of the judiciary was the difference in these requirements.

There were not required 29 votes at the end of the discussion during the voting for the adoption of a package of legislation. It was logical in this case that decision of withdrawal from consideration of other legislations in this package. It is expected that they will go through parliamentary committee on legislation "sieve", and will be subsequently submitted to the deputies already in the autumn session.

A similar fate befell another package of (six) legislations, regulating the activities of public organizations and that they receive assistance from abroad.

Two parliamentary inquiries were considered in the course of the final plenary session. The first relates to the provision of information on the income of individuals to the Ministry of Finance, the second - the introduction of the national payment system in the republic.
