The parliamentarian Peter Pasat told about inefficient use of resources of the State speaking in the course of TV program "The Step Forward":
"Ways out of the situation in the republic - today is the burning question. Those proposals that are being discussed, including at the Supreme Council and in the framework of non-governmental organizations, they are very interesting and are subject to scrutiny and elaboration. I suppose that it is necessary to seek in today's internal resources. The Supreme Council discussed the so-called anti-crisis legislations (government and a group of deputies). They have interesting proposals to facilitate the activities of small businesses. This resource we used inefficiently. The share of small business in GDP is approximately 10%. For comparison, in developed economies it is 60-70%. That is, small business - is a huge resource for the development of the economy, for the employment of the population. It is necessary to remove administrative barriers. Inspections are more frequent today. Not only tax barriers come. Representatives of State Technical Control come (8-9 inspectors per day).The second day – tax inspection. The third day - the Economic Crimes. The fourth day – Energy control. Who is able to work legally in these conditions? Who will operate at a loss? At the end of the year still pay the so-called tax losses, which were formed for reasons beyond the entrepreneur's reasons.
It is necessary to mobilize internal resources, to consolidate efforts to develop long-term rules of the game at least in the medium term, clear and transparent and not that we are in December to raise tariffs for gas by 70%, whereas all industrialists say we pull an increase of not more than 17%, and then we will work to preserve jobs, will pay the unified social tax, income organizations, and thus ensure occupancy of the budget. One of the short-term changes in tax laws, not state funds for transition to the new tax system, this way we do not improve the situation".
