A group of deputies of the previous convocation of the Supreme Council has proposed to exclude from the Customs Code an article which obliges the customs authorities to register the contracts of foreign economic activity. The authors of the initiative consider that this procedure hinders business relationship FEA subjects. Presenting the law-in-draft, the head of the Committee on Enterprise and Industry Viktor Guzun noted that the obligation to register contracts with the customs authorities is not spelled out in the law of any state.

The State Customs Committee has opposed the adoption of the initiative, insisting that to date it has lost relevance. Moreover, according to representatives of agencies, registration of contracts, while the preliminary operation of an advisory nature, saves time at the time of customs clearance. Parliamentarians, while not denying the importance of consulting the staff of the SCC of economic agents, recalled that this duty is spelled out in another article of the Customs Code. Deputies eventually on the recommendation of the responsible committee after weighing all the "pros" and "cons" adopted the law-in-draft on amendments to the Customs Code in the first reading.

The Commission, composed of seven lawmakers will consider all relevant information in the context of four years (from 1 January 2012 to 1 March 2016). Parliamentarians have to establish the reasons for the termination of export from Ukraine and transit through its territory of excisable goods moved to the address of Pridnestrovian economic agents. Moreover, according to deputies, it is necessary to check whether the current legislation procedure of customs clearance and complete payment of customs duties for all goods, imported to the Republic from Moldova and Ukraine, as well as in transit through the territory of these countries to address of our economic agents.

Reasoned opinion on the results of the deputy investigation shall be provided by the Commission before 30 April of the current year.
