They spoke on the introduction of administrative arrest for up to three days, followed by an administrative expulsion against the foreigners and stateless persons, iteratively violating the rules of stay in the republic and transit. Such punishment also suggested re-expose to prosecute citizens of the Republic residing on its territory without a passport, residence permit or a temporary registration.
