Parliamentarians plan at the next plenary session, which will take place 20 and 27 May to discuss legislative initiatives, aimed at stabilizing the economy of the republic, strengthening administrative responsibility, as well as listen to the reports of the Supreme Court of Arbitration, and the results of operations for 2014.
A report of the government on the activities of the previous year will be presented to the parliamentarian tomorrow, at the plenary session of parliament. Let’s remember that in accordance with the provisions of the Constitution and the Rules of the Supreme Council of the Presidium of the Parliament the corresponding list of issues had previously been approved and sent to the address of the highest executive authority of the republic.
The agenda of tomorrow's meeting also included a package of legislations, submitted by the President in the regime of legislative necessity. The author proposes to strengthen the responsibility for the violation of constitutional rights of citizens to protect the good name, protection against attacks on the honor and dignity. Appropriate amendments to the Criminal, Criminal Procedure, Civil Procedure Code and the Code of Administrative Offences were proposed.
There is a law-in-draft on amendments to the Administrative Code among regime folder that proposes to strengthen the responsibility for violation of the rules of stay in the country of foreign citizens and stateless persons, as well as transit through the territory of Pridnestrovie, Pridnestrovian residence without a passport or residence permit. It is an administrative detention followed by administrative expulsion for up to three days for repeated violation. The law-in-draft contains provisions that involve an increase in the fine from 15 MW 30 MW in respect of persons who are invited to the republic of foreign citizens and stateless persons, but does not provide them with a living area and ensure the timely registration, registration or de-registration.
Other issues are also planned to be considered in the course of the plenary session tomorrow - the draft decisions of the Supreme Council on the approval of the report on execution of the republican and local budgets, special accounts budget (funds) for 2014, as well as the budget of the Unified State Social Insurance Fund for the same period.
In the course of the next sessions the parliamentarians will discuss the law-in-draft on administrative liability of persons for violation of the rules of stopping vehicles or parking. Deputy of the Supreme Council Galina Antyufeeva put forward with this initiative. Appropriate amendments are proposed to the Code of Administrative Offences. Other changes that require regular improvement of the current edition of the Administrative Code were sent to the Supreme Council by the Vice-Speaker Sergei Cheban. He offers secure legal norms according to which the municipal budgets must receive funds from the payment of fines for offenses that harm the town, village, settlement. Among these violations – there is unauthorized occupation of land, washing vehicles in undesignated places, illegal cutting, damage trees, shrubs and others. Members of the Presidium proposed the author to address submitted amendments to the law on the national budget.
Speaking on the improvement of the epidemiological situation, the people’s deputies plan to approve the state target program "Immunization of population of PMR 2016-2020". The program will require annual funding from the state budget in the order of five million rubles for five years.
Members of the Presidium paid particular attention to the question of the entry into force on June 1, the President's decree on the introduction in the country compulsory insurance of civil liability of vehicle owners. There are approximately 140 thousand in the country. At present, the address of the Supreme Council receives a large number of citizens asking to postpone the validity of the decree. This is due to the current economic situation in the republic, and the reduction in the payment of incomplete wages. The speaker of parliament Mikhail Burla instructed profile committee to prepare a letter to the President to suspend the decree before the law adoption governing auto insurance issues.
