The first year session of the Presidium of the Parliament outlined the key issues of the plenary meeting, which will open the regular session of the legislature of the republic. It is scheduled for 21st January. According to the content of the agenda of the last meeting of the Presidium of the Supreme Council, its questions divided into planned and emerged after a series of laws adopted by the deputies were vetoed by the President.

In particular, the main issue of the moment was mentioned by members of the Presidium regarding the fate of provisions of the law on the national budget and the Social Insurance Fund for 2015-2017 years vetoed by the President. As you know, on December 24 last year, the Supreme Council adopted and sent to the President of PMR the law “On republican budget for 2015 and the planning period of 2016 and 2017”. After signing and publication on 1 January of the current year the main financial document entered into force, but not in full.

The head of the responsible parliamentary committee, responding to reporters not causing great public interest issue concerning the payment of monthly additional assistance to the pension, pointed out that as a result of the veto on the article of the law on Social Security Fund originated legal gap. The President leveled his publication of the decree on the introduction of a temporary mechanism payment of monthly surcharges to pensions. The document states that in January this amount will be 50 rubles.

Colleagues supported the legislative initiative of the deputy Anatoly Dirun on Amendments to the Law “On Customs Tariff” at the finish of last year. This decision extended the transitional period for the introduction of restrictions on the import of vehicles older than 10 years of one year into the country. That is, until January 1, 2016 there is the possibility of entry by citizens of vehicles not older than 14 years. However, the law, adopted by parliament was vetoed by the President.

In May last year, by deputies of the Supreme Council Anatoly Dirun, Galina Antyufeeva and Alexander Korshunov proposed the initiative to expand the list of holiday weekend November 4 (National Unity Day). This idea was supported by the majority of their colleagues in the autumn. Appropriate addendum to the Labour Code was made by the adopted law. However, the law did not find Support of the President and was not signed.

Amendments to the law “On the corporate tax” adopted by lawmakers at the end of the 8th session were not supported by the President. They propose to reduce the tax burden on income of 50% for shoe and chemical industries enterprises once they comply with certain requirements for three years.

Deputies will find their position on these unsigned and aimed at re-examination acts in the course of the next plenary session. With this view, the laws will be discussed during the meetings of parliamentary committees, including those responsible.

The agenda for the upcoming plenary session is planned to introduce a law-in-draft regarding the state final examination. The chairman of the parliamentary committee Vladimir Bodnar and his colleague Oleg Khorzjan are the authors of it. The essence of legislative initiative of parliamentarians of responsible committee of the Supreme Council is to eliminate the Unified State Examination (USE) as the only form of state final evaluation of students, as well as the separation procedure and enrollment campaign in the organization of vocational education. The law-in-draft was the subject of keen discussion in the Council under the auspices of the relevant committee of the parliamentary hearings, during which they voiced different opinions on the exam. While the position of the authors of the legislative initiative and the relevant ministry are diametrically opposed. Whether they are harmonized and whether the law adopted and what the content is – are the subjects of further joint work of legislators and representatives of the executive branch.

Responding to questions arising from colleagues, Vladimir Bodnar noted that to date the results of Pridnestrovians unified state examination are not recognized (and not previously recognized) in other countries. However, the cancellation of the exam will not be an obstacle to the Pridnestrovian graduates wishing to continue their education in Russian universities. There is Russian testing center in the PSU. Negotiations on opening similar centers in Ukraine are conducted.
