Just 15 minutes before the beginning of the plenary session the meeting of “The Obnovlenie” parliamentary faction ended.
Vice-Speaker Alexander Shcherba urged the participants of the meeting during the discussion on the recall of deputies of the Slobodzeya district and town council of one of the members of the CEC.
A lively discussion at the meeting of “The Obnovlenie” parliamentary faction turned on the legislative initiative of Alexander Korshunov, who proposed to change the system of collection of the fee for the right to trade. This is a one-off local fee levied in obtaining trade permits. The parliamentarian, supposing that this is additional visiting of bureaucratic offices, offers to pay for it when registering with tax authorities. Local authorities also need to confirm, including financially, the right to trade at the opening of each outlet. At the same timing such approvals in different cities are different, too - from 11 months to 3 years. The deputy gave examples when new objects are idle for a year, because the head of the state administration did not give permission to trade. Alexander Korshunov advocates the adoption of its legislative initiative supposes that the right to engage in entrepreneurial activities is given once and for all entrepreneurs, regardless of the number of opened their retail properties.
However, there were other opinions, which are made by members of “The Obnovlenie” parliamentary faction Oleg Vasilaty and Sergey Cheban. The first, in particular, called for the preliminary control, rather than after, for the creation of a register of retail outlets, and then they will not open where anyone conceives the idea, in violation of existing rules and in accordance with the construction plan. Sergey Cheban also offers a law to limit the period during which the authorized body of the local authority is obliged to give the entrepreneur permission to trade. If it was violated by an official, it gives the entrepreneur the right to start work. This is used so-called principle of "tacit consent".
Members of the faction acknowledged that "there is a problem and it needs to be addressed". The question requires further elaboration within the framework of preparation of the law-in-draft for the second reading.
