The current situation in the educational sphere was discussed at the final Board of the Ministry of Education. The Minister Svetlana Fadeeva and heads of the departments reflected the results of last year and plans for the current in the reports. The Supreme Council was represented by the Head of the Parliamentary Committee on Education, Science and Culture Vladimir Bodnar. Landmark for the Pridnestrovian education event was the signing the Memorandum of Cooperation between the Ministry of Education and Science and the Ministry of Education of PMR in the past year. According to Svetlana Fadeeva, this document has launched system interaction that allows to switch the development of science and education of the republic to a new level.
Summing up the results of the reporting period, the head of department noted that in the system of preschool education significant success in increasing enrollment has been achieved. If in 2012, 73% of preschool children attended kindergartens; by the end of 2014 this figure had risen to 84%. The opening of new kindergartens was mentioned. However, this has not led to an increase in their total number, as the work was carried out in parallel to integrate rural small schools and kindergartens in the educational complexes. The reorganization has allowed more efficient use of human resources of teachers to improve the quality of preschool education, centrally address issues of catering students and their health care. Svetlana Fadeeva said that the unification activities of small schools and kindergartens in rural areas will need to continue in 2015.
Due to the continuing decline of the number of students in the last year process of optimization network of general education through their associations has been continued. As a result, their number was reduced to 162. According to the minister, it is possible to create conditions for improving student learning, as well as to increase the average class size in the republic from 19.1 to 19.3 students per class.
However, the limiting factor for improving the quality implemented in general education programs still remains insufficient to ensure the learning process of study materials. In 2014, organization of general education received more than 12,000 books worth over one million rubles at the expense of variety of sources. The total supply of textbooks of new generation was 34.9%. The lowest rate is observed in schools with Russian medium of teaching - 28%, with the Moldovan - 37%, with the Ukrainian - 47%. However, the MOE organized work to create an electronic library of textbooks and teaching aids at the State Institute of Education Development.
Improving the quality of general education and improvement of its systems remain priorities for 2015.
With regard to the system of vocational education in the past year, work on the optimization of the network of organizations by creating multidisciplinary colleges continued.
Svetlana Fadeeva noted that the system of education and science of Pridnestrovie develops in line and in accordance with Russian and international trends. In the near future the Supreme Council received a new version of the law "On Education", analogous adopted last year in the Russian Federation. "The Russian edition is to some extent suitable for Pridnestrovie. We do not rewrite the laws but finalize in a form that the republic needs, "- said the head of the parliamentary committee Vladimir Bodnar.
