Created in the current convocation new for parliamentary structure the State Committee on Regional Policy held a public hearing on the organization and interaction of the representative bodies of state power and local self-government. Parliamentarians, representatives of the Government, town and district councils, non-governmental organizations were invited for the discussion. The discussion was around the new draft adopted on first reading law "On the representative bodies and local authorities".
The author of the initiative - is the head of Committee Oleg Vasilaty - said that it involves the creation of legal mechanisms by which will be governed a single system of representative bodies of state power. The law-in-draft established the conceptual apparatus, the general principles of the formation and the operation of the representative bodies, how they interact at the state and local level. Noting today's existing legal gaps, the parliamentarian reminded about the absence in the legislative sphere, the definition of "representative bodies", the organizational independence of local Councils, as well as concepts such as "the Presidium of the Council" or "extraordinary congress of deputies of all levels". This innovation initiator insists that "the revolution is not intended to": there is a normal evolutionary process of lawmaking.
Parliamentarians told about the need for legal regulation of this sphere, in the recent past headed the Tiraspol and Bendery city councils - Alexander Shcherba and Anton Onufrienko. Acting heads of local councils supported the initiative. They cited numerous examples of problems that do not manage without this law. One of them - was the approval of city council staff. They talked about land relations. The issue of electing the heads of administrations of cities and districts was not less important. It has been discussed for many years. Today, as before, different opinions on this were sounded: some suppose that the head should be appointed, while others insist on the appropriateness of their election.
Justice Minister Olga Zvarych actively participate in discussions. She noted that she headed the agency is ready to assist in the finalization of the law-in-draft. A number of amendments have been already prepared.
Summing up the meeting, Oleg Vasilaty named almost three-hour discussion useful. Work on improving the provisions of the new legal framework for the Republic Law "On the representative bodies of state power and local self-government" will continue, taking into account voiced comments and suggestions.
