The State Support for Young Professionals

01.03.2023

The mechanism for granting a tax deduction to young professionals will become fair. Both bachelor and master graduates will have the right to receive a tax deduction in the amount of 70 minimum wages for three years, provided that it was not previously provided to them. Appropriate changes will be made to the Law of the PMR “On personal income tax”.

The problem of the imperfection of the mechanism for granting a tax deduction to young professionals was discussed by the deputies of the Youth Parliament last summer. Some deputies, relying on their own experience, drew attention to the fact that the right to a tax deduction for three years for university graduates arises immediately after graduating from a bachelor's degree. However, students who did not immediately find a job and decided to continue their studies in the magistracy, having received a master's degree, faced difficulties. It turned out that they could only receive a tax deduction for one year instead of three. The deputies of the Youth Parliament appealed to the Supreme Council to eliminate the injustice in the current legislation. Deputies Ruslan Gareev, Anton Onufrienko and Boris German supported the young parliamentarians and submitted a relevant law-in-draft to the Pridnestrovian parliament, which the deputies adopted in the first reading in November.

The relevant parliamentary committee during the preparation of the law-in-draft for the second reading developed a number of amendments in order to resolve all controversial issues. The amendments propose to equate graduates of the medical faculty of the Pridnestrovian State University with young specialists, who got a job not as doctors after graduation, but as junior medical personnel.

The age limit for young professionals was amended. A graduate of a university, college or technical school up to 35 years old (inclusive), who has received an education for the first time and works in the acquired specialty for the first three years, will be considered as such.

The moment when young professionals had the right to a tax deduction was enshrined in the law. Graduates of universities, technical schools and colleges will have such a right after the official placement in the specialty they have received. It is provided that graduates find a job within a year after graduation. If a graduate is called up for military service after graduation, he retains his right to a three-year tax deduction. However, he must find a job within a year after the end of the service. If a graduate began working in his specialty during his studies, then he will have the right to a tax deduction immediately after receiving a diploma.

The deputies of the Supreme Council unanimously supported the law-in-draft and sent it to the President for signature. The new rules will come into effect on the 1st of January, 2024.
