The law-in-draft adopted by parliamentarians initiated by the President, aims to provide state support to new land users in terms of reducing the tax burden by allowing the use of the tax system in the form of payment of the fixed agricultural tax. In particular, it is proposed to extend the opportunity to use preferential tax treatment as the fixed agricultural tax, not all agricultural producers, but only to those who had not previously used this type of taxation or newly created agricultural producers. The President proposes for them, to extend the validity of the law before January 1, 2018. Deputies suppose that this time is not enough, and considered it appropriate to extend this period up to 2020.
The version of the law adopted by parliament do not include land users of land transferred to subsidiary farming, construction and maintenance of residential homes, commercial buildings (gardens), suburban development, as well as providing for gardening, mowing and grazing for personal economy as taxpayers. It also includes agricultural producers founded by physical and (or) legal persons is (are) the founders of organizations to apply (applying) the taxation system in the form of payment of the fixed agricultural tax until January 1, 2015.
Legal norms of the law stipulate that farmers have the right to go to the fixed agricultural tax only in the absence of tax debts and dues to the budgets of various levels of previous periods at the time of submission of the application to the tax authorities.
This tax is in force since 2004 and has proved its effectiveness. In the course of the plenary session the deputies overwhelmingly supported a law-in-draft aimed at providing public support for the Pridnestrovian land users. The terms of the norms of law on a fixed agricultural tax will be extended for another five years.
At the beginning of the plenary session the parliament considered and other issues related to land relations. In particular, amendments the Land Code were made in the first reading. They determined the list of objects of state and local significance that can be placed on the seized for the needs of state land.
Along with this, in the course of the meeting there was information of the head of parliamentary committee Efimy Koval about doing work on the draft of the new Land Code, which will be defended, including the interests of land users. The developer of the new document is the Ministry of Agriculture. Deputies and staff of the Committee of the Supreme Council on agriculture, transport, construction, natural resources and the environment are actively involved in discussing the rules of the draft Code.
