Presenting the law-in-draft "On the monetary compensation to citizens due to non-payment of the full obligations of the state, guaranteed by PMR in 2015", the author began with the history of the question. When in 2015, state employees and retirees receive pensions and salaries not in full, citizens convinced that there is no money in the budget. Deputies of the new convocation of the Supreme Council after the election worked on this issue: set up a special parliamentary commission to investigate the situation in 2015.

Despite the fact that the retention of 30% to pensioners and state employees have returned after a while, the right of citizens guaranteed by the state payment, according to the deputy, had been violated. The Deputy suggests to recognize retention of 30% of salaries and pensions from March to December 2015, "the fact of use of other people money" and refund.

Other deputies supported the colleague. Victor Guzun called the situation with non-payment of full salaries and pensions the most cynical in the history of our state. The Deputy reminded the fact that so far not a single official has claimed responsibility for the retention of social benefits.

The adoption of the law-in-draft was recommended by the deputies of the profile committee. Paradoxically, the Government is against its adoption, sending a negative opinion.

Fulfilling the will of the voters, a majority vote of the deputies supported the law-in-draft.

Among adopted in the first reading legislative initiatives of a social nature - Vadim Krasnoselsky proposal gradually increase wages and pensions by 7% per year. It is planned to start in 2018. The source of funding, according to the Deputy, will result in raising the level of financial transparency in the country's economy. Earlier: practices related to increases in salaries and pensions in the country has not been applied in the past few years.
