The Minister of Finance pointed out that the tendency in the past year downward trend in revenue continues. Within two months of this year the state treasury received only 180 million rubles (50 million less than in the same period in 2015). They government expected to spend 2.4 billion rubles. 62% of this amount - costs associated with the payment of salaries to state employees (including last year's debt), Meal, social payments, pensions and life maintenance. The funds to finance government programs - on immunization (1.4 million), the prevention of tuberculosis (1.7 million), child disability (823,000 rubles) and oncology (5 million) were included to the draft budget. More than two million will need to fight HIV / AIDS. Credit debts in 2013-2014 for the program of water supply and water consumption appeared in the law-in-draft. In support of the agro-industrial complex government it planned to allocate 2 million rubles, to hold elections this year - more than 9 million. Government intends to maintain the action of a number of special accounts and trust funds. 127 million were proposed to the Road Fund, 5.7 million - ecological, 82.6 million - to fund the customs authorities, 44.2 million - to the Fund, in which the accumulated funds for payments to shareholders. In addition, the budget of the project developers provide for the establishment of reserve funds: transfer (77.5 million), Presidential (6.5 million) and government (6.5 million).
