Oleg Vasilaty, "In the republic there is no problem in the form of which they try to present it"

In the course of the plenary session the Supreme Council rejected by the President of the presented in the regime of legislative initiative the necessity to amend the laws "On the procedure of inspection in the implementation of state control (supervision)" and "On the Central Bank of PMR". The essence of the law-in-draft is to change the mechanism of realization of the Pridnestrovian Republican Bank control functions. The decision of the deputies was commented by Chairman of the Parliamentary Committee on Economic Policy, Budget and Finance Oleg Vasilaty,

"We found out in the process of studying the legislative initiative, that the PRB has the ability to effectively conduct both scheduled and extraordinary inspections. Citizens, legal persons and public authorities can initiate them. That is the question of inspections was legally settled and, if necessary, the procedure is realizable.

The second point, which is provided in the law-in-draft – is the increasing duration of inspections. It is assumed that the standard inspection can last 90 days and, if necessary, can be extended to 180 days. Two inspections - make 360 days, which is almost the whole year PRB representatives must, in fact, become a department of a commercial bank. There is no such practice in any state.

We draw attention of entities who were at the plenary session on behalf of the author of the law-in-draft to these and other moments.

With regard to specific judgments about which so much has been said (speech, in particular, is about the law in which the Pridnestrovian Republican Bank denied the inspection), the question is not in them, but legislation adopted by deputies of the third convocation. Then it was decided to regulate all control functions of the state by one law - on the order of control measures. It is currently in effect, and the court is guided by it. By the way, we requested information from the PRB. It was found that during five years the central bank has conducted 101 inspections, and only 7 of them - planned. More than thirty extraordinary inspections of exchange offices have been carried out this winter. All this took place under the current legislation. This suggests that in the republic there is no problem in the form of which they try to present it. The representative of PRB says, "We enter, we find a violation, but can not apply sanctions". Legislative initiative concerns the first part – PRB had the opportunity to come into commercial organization and take control. Everything else, why according to the developers of the law-in-draft, the problems appear, is not the subject of this initiative.

After examining these aspects, the author's arguments and supporters of the law-in-draft, the problem and the mechanism that is proposed to solve it, the deputies came to the conclusion that this legislative initiative must be rejected".
