The Supreme Council discussed the proposals of the President on a number of amendments to the law on the republican budget for 2015-2017. One of the proposed rules related to non-concessional loans to small peasant farmers. The President considers that the allocated funds for this purpose should be sent to budget crediting of young families and young professionals. Such a reallocation allows, in the opinion of the author initiatives to support young people and to keep them in the countryside. Chairman of the parliamentary committee strongly opposed deprivation of small farmers a source of funds for the development of farms. Efimy Koval said that it is inappropriate to break the current system.
Another proposal of the President concerns the size of retirement benefit for prosecutors and representatives of the judicial community. Irina Barbarosh, the official representative of the President, referring to the opinion of the author, called the application of existing rules in a widespread reduction in funding "non-state vision". Representatives of the Pridnestrovian courts, in turn, reminded "retirement benefit - is not privilege, a privilege and not a gift from master's shoulder, it is money, earned in the course of employment". Galina Antyufeeva the head of the parliamentary committee on legislation told that it is not necessary to count on the full justice by taking such measures.
As a result, deputies on the recommendation of the responsible committee decided to adopt the presidential initiative on amendments and addendum to the law "On the national budget for 2015 and the planning period of 2016 and 2017" in the first reading in the light of comments. The work on it will be continued in the preparation of the document for the second reading.
Decision on the law-in-draft introduced by the President for consideration of the Supreme Council and the recommendation of the Minister of Labour and Social Protection Oksana Bulanova was postponed. This was a proposal to suspend a number of provisions of the laws "On the basis of compulsory social insurance", "On Employment" and "On State Pensions in Pridnestrovian Moldavian Republic" for three years. The necessity of this step is, according to the speaker, the complexity of the financial situation, which does not allow for the timely performance of the obligations of the Unified State Social Insurance Fund. The fact that in the period since 2010, there has been a systematic reduction of the workforce (minus 6200) with a parallel increase in the number of pensioners (plus 5,400). Pensions expenditure increased in 2014 compared to the 2010 at 174.59%. To ease somehow the burden on the fund, the president proposes over the next three years, not to finance the costs of rehabilitation and surgical treatment of insured working citizens and the state allocation of vouchers for spa treatment and recovery of workers and their families. In addition, it was proposed to suspend the state employment programs and practices of the right to early retirement age persons recognized as unemployed.
At the suggestion of Oleg Vasilaty, lawmakers decided to postpone the vote on the law-in-draft. Deputies need to see the big picture of anti-crisis measures. In the course of today's plenary meeting it was planned for executive to conduct an information-hour, during which parliamentarians expect to receive reliable and comprehensive information on the socio-economic situation of the republic from the source. The plans changed: it was decided to hold a meeting at a different time and in a different format. Joint meeting of members of the Supreme Council and the Government is pre-scheduled for tomorrow.
