February 10 in the course of the plenary session the Speaker of Parliament, Vadim Krasnoselsky read deputy inquiry, which was made by the author Andrei Safonov. This was preceded by appeal to the people's deputies from voters, working at the Rybnitsa cement plant. Employees of the company, many of whom have worked in the company from 10 to 30 years, spoke of "voluntary-compulsory" writing letters of "voluntarily" resignation. In addition, questions of rational use of vehicles outside organizations instead of their own were raised.
Taking into account that this company is one of two budget forming for Rybnitsa, as well as the fact that the state owns part of the shares of the plant, the deputy Andrei Safonov reflected in the deputy's inquiry addressed to it exciting voters' questions.
The questions, contained in the inquiry of parliament, after the adoption of the deputies were sent to the leadership of JSC "Rybnitsa cement plant" and the government.
A week later, the Supreme Council deputies Andrei Safonov and Vadim Kravchuk were invited to Rybnitsa cement plant to participate in the session of the interdepartmental group, which included the 1st deputy Minister of Economic Development Inna Linnik, head of the State Administration of Rybnitsa Andrei Kirsten, representatives of the State Supervision Service, investors and company management.
During the past meeting they talked about the financial situation at the Rybnitsa Cement Plant, the difficulties faced by the company in the production and sale of products, including competition with the Moldovan and Ukrainian cement producers, ensuring the employment of personnel. Unfortunately, the company is reeling. Last year, revenues from sales of products 330 thousand tons of cement, fell twice, losses on the results of 2015 amounted to $ 1 million. Investors, the plant's management hope for state support in order to reduce production costs, and thus increase its competitiveness, both in foreign and domestic markets. Despite this, the owners (75% stake) going over the years 2016-2019 to invest in the modernization of production capacity 5.2 million dollar contracts with foreign companies for the supply of new equipment.
Participating in the exchange of views, parliamentarian Vadim Kravchuk paid special attention to the need to maintain the same level of employment of workers. According to him, preservation of jobs will allow to fill the budget revenue and the social insurance fund by charging, in particular, the income tax.

Speaking about the situation in the Rybnitsa Cement Plant, it should be noted that the public became aware: at the end of 2014, 25% of the shares were in public ownership. Information about this transaction is very limited. Parliamentarians tried to shed light at the end of last year. However, the Government's response to the request of the parliamentary committee on economic policy, budget and finance was only confirmed by a well-known fact of sale. No more... There is evidence that the transaction cost to the state, and ultimately taxpayers, who at that time does not receive salaries and pensions in the amount of more than 100 million rubles.
Deputies of the Supreme Council are going to find out all the details of this transaction. In addition, deputies representing interests of residents of Rybnitsa in the legislature are going to meet with members of the staff for a final clarification of the situation that has developed with their employment.
