Parliamentarians supported the initiative of the deputy Galina Antyufeeva to hold the amnesty this year's. The author suggested dating it to the occasion of the 70th anniversary of the Great Victory and 25-anniversary of the Pridnestrovian Moldavian Republic. Appropriate resolutions of the Supreme Council were adopted in the second and final reading. Amnesty is widely used around the world to the persons who committed the crime. Its essence is in the full or partial exemption from punishment, replacement of punishment on softer or termination of the criminal prosecution. This measure applies not individually, but for certain categories of citizens.
Compared with five years ago next amnesty will touch more people. These are, in particular, persons suffering from serious illnesses with minor children, and women, whose age has reached 50 years, and men over 55 years. The draft resolution refers to the exemption from punishment of imprisonment for the first time sentenced for up to three years. The document also concerns combatants for the protection of PMR, as well as widows, widowers, mothers and fathers who have relatives defending the Republic, or became disabled group I or II due to injuries. The amnesty also extended its effect on individuals whose parents died in the defense of the Republic or have died or became disabled due to injury.
In particular, unserved term of punishment sentenced for crimes committed before the age of 18 years will be half reduced, as well as those who have committed crimes of negligence, participated in the fighting for the protection of PMR. The remaining term of sentence and convicted for preparation of a crime, women with minor children - disabled group I or II as well as to pregnant women prisoners will be half reduced. The document states of the convicted disabled groups I and II, suffering from tuberculosis, AIDS, cancer.
The Resolution provides those who have served at least a quarter of their sentence, for a reduction by half the unserved years for convicted to 6 years for premeditated crimes, more than 6 years - to reduce the remaining term of serving one-third. Those who have already contracted for the current period in accordance with the Criminal Records Act pardon or amnesty will not be affected.
Repeat offenders, those who have committed grave and especially grave crimes, as well as violators of the established order of punishment will not be subject to this measure.
The adopted by the Supreme Council resolution states the release of sentenced to correctional labor, if on the day of completion of the execution of the order the sentence does not exceed six months, to compulsory work - if not more than one hundred and twenty hours.
According to preliminary calculations, more than four hundred people may be amnestied. An important condition in this case is reparation damages to the injured party and the payment of the fine imposed by the court as an additional punishment.
According to the parliamentarian, reducing the number of persons in detention, will lead to a reduction in state spending on the maintenance.
Proposed action this year will be temporary and remain in force for six months from the date of entry into force, i.e. from the date of official publication of decisions of the Supreme Council.
