Alexander Shcherba, "The authorities should interact at different levels"

Chairman of the Supreme Council Alexander Shcherba, deputy speaker of the parliament Galina Antyufeeva, parliamentarians representing the interests of the residents of Slobodzeya district in the legislature, visited the district center, where they met with the leadership and colleagues from the representative body of local authorities. This is regular meeting of parliamentarians in the regions of the republic, before Slobodzeya were Bendery and Dubossary. The purpose of this kind of dialogue is to study the situation on the ground, identify the main problems, and try to find ways to solve it.

As it turned out from the almost two-hour conversation, the most bottleneck is the functioning of the housing and communal services in the district. Representatives of local authorities are convinced that excessive centralization of this sphere had a detrimental effect on the servicing of residents. Moreover, the ongoing reform of the housing and communal services has led to a two-million-dollar debt to employees of former rural and settlement housing and communal services, declared bankrupt. It is possible that the debts of enterprises in this sphere will be attributed to domestic debt, and debts to their employees will be eliminated at the expense of budgetary funds.

During the meeting, they talked about the low level of replenishment of the revenue part of the regional budget; absence of capital investments due to the eternal subsidization of Slobodzeya; on the powers of local self-government bodies that, without money, remain unarmed in front of the problems raised by residents of villages and rural settlements; on the election and appointment of heads of administrations, from the district center to the village; on the mandatory payment for the removal of garbage, and not as now - "I want to - I conclude the contract, I want - no." Participants in the dialogue agreed that it was necessary to revive, restore the housing and communal services system in the villages, taking into account local specifics.

The subject of the joint discussion was also the issues of maintenance and development of rural social infrastructure facilities, sanitary condition of settlements. The majority agreed that without the empowerment of local authorities with great powers, the solution of problems that are urgent for the regions of the republic will remain problematic.
