Meeting of the Committee on Social Policy and Healthcare was held in the Supreme Council. Deputies discussed a number of legislations that will be included in the agenda of the next plenary session.
Law-in-draft designed to encourage citizens of Pridnestrovie to adopt orphans and children left without parental care has been prepared for the second reading. Amendments to the law "On state benefits to citizens with children" were developed by the Government of the Pridnestrovian Moldavian Republic as part of the Year of Family and Family Values. The norms proposed by the executive body of state power will allow you to receive a one-time benefit when adopting a child under 18 years of age. They can only receive such a payment when adopting a child under 14 years of age. In addition, the Government proposed to increase the amount of the one-time benefit for adoption to 2500 minimum wages (about 30 thousand rubles) for each child in the case of adoption of a disabled child, a child over 7 years old, as well as children who are brothers and sisters.
Law-in-draft has been prepared for the second reading, which will allow citizens of the Pridnestrovian Moldavian Republic with registration at the place of stay for at least 1 year (temporary registration) to obtain the status of "large family". Only citizens of the Pridnestrovian Moldavian Republic who have a residence permit or registration at the place of residence in the territory of the republic, as well as foreign citizens and stateless persons who have a residence permit in the Pridnestrovian Moldavian Republic, can obtain such status. The authors of the law-in-draft on amendments to the Law of the Pridnestrovian Moldavian Republic "On state support for large families" were deputies of the parliamentary Committee on Legislation, Protection of Rights and Freedoms of Citizens Galina Antyufeeva, Gregory Dyachenko and Oleg Petrik. The deputies supported the initiative of their colleague parliamentarians Oleg Bayev and Sergey Pisarenko in the second reading to amend the Law of the PMR "On state support for young families in purchasing housing" and the Law of the PMR "On state youth policy" at the Committee meeting. It is proposed to increase the age of potential recipients of state subsidies for the purchase of their own housing to 40 years. Only citizens working in the budgetary sector who have not reached the age of 36 can take advantage of this measure of state support. Such changes will support young Pridnestrovian families and stop the outflow of qualified personnel from the republic, according to the authors. The amendments to the second reading, developed by the relevant parliamentary Committee, adjusted the date of entry into force of the changes proposed by the deputies. The new provisions will come into force on January 1, 2025 if the legislations are adopted in the second final reading at the plenary session.
