Parliamentarians considered a legislative initiative to introduce amendments to the PMR Law “On State Support for Large Families” in the course of the meeting of the Social Policy Committee. The law-in-draft was developed by deputies of the Committee on Legislation, Protection of Rights and Freedoms of Citizens Galina Antyufeyeva, Gregory Dyachenko and Oleg Petrik. According to the authors, the reason for the development of the law-in-draft was the appeals of citizens.

Deputies proposed to include in the law a rule according to which citizens of the PMR who have been registered at their place of residence for at least 1 year (the so-called temporary registration) will be able to obtain the status of a large family. Only citizens of the PMR who have a residence permit or registration at the place of residence in the territory of the republic, and foreign citizens and stateless persons who have a residence permit in the PMR can receive it.

The relevant parliamentary Committee on Social Policy will recommend that the parliamentary corps adopt the law-in-draft on amendments to the law “On state support for large families” in the first reading at one of the upcoming plenary sessions.

We remind you that large families and their members are provided with the following rights and benefits as social support, according to the current version of the law “On State Support for Large Families”:

– for families raising 3 children – 20% discount for the use of thermal energy for heating and water heating, hot and cold water supply, sewerage, gas and electricity. Large families living in houses without thermal energy or hot water supply are given a discount of 20% of the cost of fuel and a discount of 50% for using the elevator;

– for families raising 4 children – 30% discount for the use of thermal energy for heating and water heating, hot and cold water supply, sewerage, gas and electricity. Large families living in houses without thermal energy or hot water supply are given a discount of 30% of the cost of fuel and a 50% discount for using the elevator;

– for families raising from 5 to 9 children – 50% discount for the use of thermal energy for heating and water heating, hot and cold water supply, sewerage, gas and electricity. Large families living in houses without thermal energy or hot water supply are given a discount of 50% of the cost of fuel and a discount of 50% for using the elevator;

– for families raising 10 or more children – 100% discount for the use of thermal energy for heating and water heating, hot and cold water supply, sewerage, gas and electricity. Large families living in houses without thermal energy or hot water supply are given a discount of 100% of the cost of fuel and a discount of 100% for using the elevator;

– free provision of prescription medications to children from large families under the age of 6 years (according to the list approved by the PMR Ministry of Healthcare);

– free travel on all types of urban and suburban transport for children from large families studying in organizations of general education, primary, secondary and higher vocational education;

– priority admission of children to municipal preschool education organizations and boarding schools with exemption from payment for the maintenance of children;

– exemption from fees for meals in organizations of preschool, special (correctional) education, general education of all types, as well as in organizations of primary, secondary and higher vocational education. Food packages are issued or monetary compensation is paid if catering is not possible;

– receiving compensation for each first-grader child for the purchase of school and writing supplies in the amount of 100 minimum wages;

– annually receiving educational supplies for each child under 18 years of age receiving primary general, basic general, secondary (complete) general education (for families with an average per capita income below the subsistence level);

– priority provision of children at their parents’ place of work with vouchers to children’s health camps and sanatorium-resort treatment;

– priority provision of children from 7 to 14 years of age with free trips to children’s health camps;

– priority provision of residential premises in state and municipal housing stock to large families in need of improved housing conditions;

– providing additional guarantees in the employment of parents with many children through the development and implementation of employment promotion programs;

– preferential taxation in accordance with the current tax legislation of the PMR;

– 50% discount on tuition fees for the first time on a contractual basis in state organizations of primary, secondary and higher vocational education;

– free education in children's music and art schools, children's art schools.
