The Committee on Regional Policy, Local Government and Housing and Public Utilities considered in the second reading the legislations that will soon be submitted to the Supreme Council for consideration.
One of the initiatives proposes to amend the Law of the Pridnestrovian Moldavian Republic "On state support for young families in the acquisition of housing". A number of categories of public sector employees can receive a state subsidy for full or partial payment of the loan or interest on it to purchase a house or apartment. The recipient of state support is one of the spouses of the young family in this case. The amendment provides for the possibility of transferring payment obligations to the other spouse if one of them for objective reasons cannot fulfill contractual obligations. This can be done upon a written application from both spouses. The initiative was proposed by deputies of the Committee on Regional Policy, Local Government and Housing and Public Utilities Ruslan Gareev, Anton Onufrienko and Boris German.
The authors note that the new mechanism will allow young families to overcome negative circumstances and continue to fulfill their financial obligations to the state.
The law-in-draft on amending the Housing Code of the Pridnestrovian Moldavian Republic was also considered in the second reading at the meeting of the Committee. It concerns the improvement of the mechanism for recording incoming funds as payment for the maintenance and repair of housing stock, sanitary maintenance of the adjacent territory. The final decision on this initiative will be made by the deputy corps in the course of the plenary meeting.
The deputies of the Committee on Regional Policy, Local Government and Housing and Public Utilities considered the issues of gratuitous transfer of state property at the meeting. Thus, it is proposed to transfer validators, which are intended for contactless payment for travel on public transport, from state property to the balance sheet of the limited liability of the company. Let us recall that the full-fledged operation of the automated fare collection system was supposed to begin on January 1 of this year. It was decided however to extend the transition period until July 1, 2025. During this time, carriers must install validators, undergo training and conclude an agreement with the operator of the Automated Personnel Training System. The decision to implement the automated fare collection system was made in 2023. Equipment was purchased and new rules for carriers were developed last year.
